From August 24–26, Tashkent is hosting Silk Road Finance & Technology Forum 2026 — an international platform bringing together representatives of the financial sector, fintech, technology, government regulation, and digital assets. Voluto is represented at the forum as part of Paynet Digital Mahalla.
For Voluto, participation in the forum is not only an opportunity to present the brand, but also a platform for discussing how Uzbekistan’s digital asset market is developing and what role regulation, infrastructure, and trust will play in its further growth.
The forum focuses on the structural transformation of Uzbekistan’s financial system, the development of digital finance, and the expansion of international cooperation. The 2026 programme also features The New Digital Asset Frontier, dedicated to emerging digital infrastructure and the digital asset market.
Voluto at Paynet Digital Mahalla
At the forum, Voluto is represented as part of Paynet Digital Mahalla — a dedicated space bringing together different areas of the Paynet ecosystem.
Voluto has its own technology-focused zone featuring digital screens, contemporary visual communication, and interactive formats. The space provides an opportunity to discover the brand and its approach to working with digital assets.
This format reflects Voluto’s positioning: digital assets are viewed not as a separate technological world, but as part of an emerging financial infrastructure.
From Technology to Trust
One of the key themes addressed by Voluto’s executives at the forum is trust as the foundation of any financial industry.
Aziz Muminov, CEO of Paynet Crypto and representing the Voluto brand, noted that technology alone cannot achieve mass adoption without users’ trust.
Paynet’s history is particularly relevant in this context. For more than 20 years, the company has been developing Uzbekistan’s financial and payment infrastructure. Today, Paynet connects more than 25,000 cash payment points across the country and provides a wide range of digital financial services.
The group’s entry into the digital asset market represents the next stage in this evolution. At the same time, a key principle from the outset has been to develop exclusively within a regulated market.
Voluto operates under licenses issued by the National Agency of Perspective Projects of the Republic of Uzbekistan (NAPP): CS №0006 — license for crypto-shop activities, and CD №0002 — license for crypto-depository activities. These licenses are also reflected in NAPP’s official electronic register.
NAPP recognizes crypto shops and crypto depositories as separate types of licensed activities in the circulation of crypto assets.
The Market Has Been Established. The Next Question Is: Where Does It Go from Here?
According to Arno Gzirov, Deputy CEO of Paynet Crypto, Uzbekistan’s digital asset market is currently at an important stage of development.
The volume of transactions conducted through licensed providers has already reached a significant scale, while the potential for further growth extends well beyond the existing regulated segment.
This raises one of the key questions for the industry: how can existing demand for digital assets be brought into transparent and regulated infrastructure?
For Voluto, the answer lies not only in developing new technologies, but also in creating clear and intuitive customer journeys.
Why Physical Infrastructure Still Matters
The development of apps and online services is making digital asset transactions increasingly convenient. However, a digital format cannot address every use case. This is particularly evident in the case of large cash transactions. Such transactions require a physical environment, client identification, verification of funds, confirmation of transaction terms, and proper documentation. That is why Voluto is developing several elements of infrastructure.
The first is a physical crypto shop in Tashkent, located at 2A Labzak Street. Here, clients complete identification, see the current exchange rate before the transaction, conduct the crypto-asset transaction, and receive documentary confirmation. The physical format therefore complements digital services rather than serving as an alternative to them.
From a Crypto Shop to Financial Infrastructure
Voluto views its development as broader than simply providing a service for crypto-asset transactions. The company is developing its own liquidity, working with individuals and legal entities, and leveraging the infrastructure capabilities of the Paynet group.
This reflects a broader transformation currently taking place in Uzbekistan’s financial market. Digital assets are gradually becoming part of professional financial infrastructure. As this happens, regulation, compliance, security, transaction transparency, and the quality of customer service become increasingly important.
For Voluto, this is why licensing is not a formality — it is the foundation of the business model. **
The Next Stage: Developing the Industry as a Whole**
In Voluto’s view, the coming years will be defined not so much by competition between individual licensed companies, but by the overall growth of the regulated market.
The opportunity lies in enabling more users to choose legal services not because they are required to, but because these services offer a clearer, more professional, and more predictable customer experience.
This approach also aligns with the broader agenda of Silk Road Finance & Technology Forum 2026. The organizers position the forum as a platform for advancing financial technologies, digital infrastructure, international cooperation, and the next stage of development of the region’s financial system.
For Voluto, participation in the forum is an opportunity to contribute to this dialogue and share its perspective on the development of Uzbekistan’s digital asset market.
Technology changes fast. But trust remains the foundation of the financial system. Voluto at Silk Road Finance & Technology Forum 2026
